  • Applicants with long-term U.S. experience in the past 5 years
  • Individuals with dual U.S./Pakistani nationality
  • Those with close family (spouse, parent, or child over 18) who are U.S. citizens or residents
  • Full-time university faculty or researchers with no leadership or management roles
  • Employees of Fulbright, the U.S. Department of State, or USAID and their close relatives

Eligibility Criteria of Hubert H Humphrey Fellowship Program 2026

  • Must be a Pakistani citizen residing and working in Pakistan
  • Must have 8–18 years of progressively responsible professional experience
  • Must have completed 16 years of education (Bachelor’s + Master’s or 4-year Bachelor’s)
  • Must possess strong English language skills
  • Must submit proof of re-employment upon returning to Pakistan
  • Must not have taken part in recent U.S. academic programs or have close ties to the U.S.
  • Must submit a Duolingo English Test score with application (TOEFL iBT or IELTS also accepted)
  • Must not have participated in this fellowship previously
